Long-term care in Taipei: key information for foreign caregivers and families
CareCompanion (照伴隨) is a home care agency contracted by the Taipei City Government. This page explains, in plain words, how Taiwan's Long-Term Care 3.0 program works and how to get help.
1. Who can apply?
People assessed at care level 2 or above who are 65 or older, indigenous people 55 or older, people with dementia (any age from 2026), people with disabilities, or patients in the post-acute care (PAC) program.
2. How do I apply?
Call the free hotline 1966 (Mandarin), ask the hospital discharge planning team while the person is hospitalized, or contact the Taipei Long-Term Care Management Center. CareCompanion can help you call.
3. What happens after applying?
A care manager visits the home to assess daily-living abilities and cognition, about 1 to 1.5 hours. In about 1 to 2 weeks the family receives the care level (CMS 2 to 8) and the monthly quota.
4. How much does the family pay?
Monthly quotas range from NT$10,020 (level 2) to NT$36,180 (level 8). General households pay 16% of the services used, low-middle-income households 5%, low-income households 0%.
5. What can a home care worker do?
Bathing, toileting, meals, turning in bed, joint exercises, accompanying to hospital, household help and safety watch. Suctioning, tube changes, wound care and medication must be done by a nurse.
6. Can a family with a foreign caregiver still use services?
Yes. Since 1 September 2025, families employing a foreign caregiver can use community-based services and respite services; home services depend on the care manager's assessment.
